Position Overview:
We’re looking for a dedicated Fiscal Contract Manager to join us under the guidance of our Deputy Commissioner of Business Services. In this role, you’ll have the chance to make a real impact by diving into financial reports from vendors who provide essential business services. You’ll verify that everything aligns with federal, state, city, and organizational policies, ensuring accuracy and compliance during the budget review process. Plus, you’ll collaborate with program teams to review expenses, making sure they fall within contract scopes and policies.
What You’ll Be Doing:
- Teaming up with senior management to handle the entire contract management process for your assigned projects. This includes everything from initial registration to monthly reviews and ensuring timely payments based on contract specifications.
- Organizing onboarding sessions and annual orientations for vendors regarding PASSPort and the Payee Information Portal (PIP), making sure everyone is up to speed on our required platforms.
- Building and nurturing relationships with vendors and their accounting teams to guarantee swift and accurate submission of procurement documents through City systems like PASSPort.
- Keeping track of any delays in document submissions, providing regular updates to senior management about potential issues that could impact performance or spending.
- Proactively identifying and addressing any challenges in the timely registration of contracts and payments, ensuring smooth operations.
- Collaborating with various divisions within SBS, including Procurement, Fiscal, Budget, and Legal, to foster seamless internal communication.
- Supporting our vendors throughout procurement processes, new contract registrations, and amendments.
- Guiding program teams in achieving MWBE goals, crafting allocation memos, and navigating through PASSPort.
- Maintaining high service standards and compliance with all contract operations.
- Managing fiscal monitoring tools to keep track of vendor contracts and expenditures, ensuring they align with budget forecasts.
- Meeting with senior leadership as needed to discuss vendor updates and contract activities.
- Offering technical support to vendors to facilitate the proper submission of documents through City portals.
What You Bring to the Table:
- Proficiency in PIP and PASSPort, especially in reviewing vendor documents and approving budgets.
- The ability to juggle multiple priorities in a dynamic work environment.
- An eye for detail and a process-driven mindset.
- Familiarity with contract management and procurement, as well as basic accounting processes.
- Experience with MS Office Suite (Word, Excel, PowerPoint, Outlook).
- A collaborative spirit, thriving in teamwork while driving towards results.
- Fantastic written and verbal communication skills, along with exceptional attention to detail.
- Strong organizational and time management skills.
- The capability to work independently, tackling challenges head-on.

Qualifications Needed:
- A degree from an accredited college along with two years of relevant experience in program evaluation, contract management, financial management, or project management; or
- A high school diploma or equivalent with six years of professional experience in related fields; or
- Any combination of education and experience that matches the requirements outlined above. College credits can substitute for work experience at a rate of 30 college credits for one year of experience.
