The Role
We’re looking for an Associate Commissioner of Procurement and Vendor Management to join our team. In this role, you’ll report to the Deputy Commissioner for Management & Budget and will have the flexibility to use your independent judgment and initiative. Your primary responsibility will be to oversee procurement and vendor management in a dynamic government IT landscape.
Your Key Responsibilities
- Collaborate with Agency Chief Contracting Officers to develop IT procurement strategies, processes, and procedures in alignment with New York City regulations, ensuring that we maintain ethical, legal, and commercially viable practices.
- Lead a dedicated team of procurement professionals, guiding them in contract execution, vendor bid evaluations, and tracking procurement activities.
- Innovate ways to enhance the cost-effectiveness of acquiring goods and services, improve user satisfaction, and respond swiftly to user requests.
- Manage the full cycle of purchases, agreements, and contracts—from initiation to completion—while serving as the crucial link between agency clients and vendors.
- Oversee citywide procurement initiatives, ensuring compliance and efficiency across all contracts, from competitive sealed bids to quality control and M/WBE compliance.
- Work closely with oversight agencies like the Law Department and City Hall to streamline processes and maintain accountability.
- Engage with your team to shape procurement policy, and work with budget staff to develop effective capital planning strategies.
- Direct regular audits of contracts to enhance effectiveness and compliance.
- Offer expert advice on procurement matters, keeping the team and executives informed about local laws and updates.
- Champion initiatives to boost contracting opportunities for Minority and Women-owned Business Enterprises (M/WBEs).
- Foster strong relationships with vendors, ensuring that deliverables are met and continuously seeking the best value in services.
- Tackle special projects and initiatives as assigned.
Work Hours
This position generally follows a daytime schedule. However, due to the critical nature of our work, you may occasionally need to be on-call and may work evenings, weekends, or different shifts as needed.

Qualifications
To be considered for this position, you should have:
- A bachelor’s degree from an accredited college and a minimum of four years of relevant professional experience in purchasing, procurement, or contract administration (including at least 18 months in a managerial capacity). Or,
- A combination of education and experience equivalent to the above criteria – with the same managerial experience required.
If you have a professional procurement certification, it may substitute for up to a year of the required experience, but the managerial experience still must be met.
